PROBLEM TO BE SOLVED: To provide a method for producing a catalyst carrier and a catalyst film, both having many reactive points; and a catalyst carrier and a catalyst film. SOLUTION: The catalyst carrier is produced by a method comprising forming an Al<SB>2</SB>O<SB>3</SB>-MoO<SB>3</SB>film containing Al<SB>2</SB>O<SB>3</SB>and MoO<SB>3</SB>and thermally treating the Al<SB>2</SB>O<SB>3</SB>-MoO<SB>3</SB>film. The film forming step of the Al<SB>2</SB>O<SB>3</SB>-MoO<SB>3</SB>film comprises spraying a mixed powder containing Al<SB>2</SB>O<SB>3</SB>and MoO<SB>3</SB>together with a carrier gas to a substrate through a micropore nozzle. The thermal treatment step is conducted in an oxidative atmosphere at 650-850°C for at least 5 hr to selectively sublimate MoO<SB>3</SB>. The catalyst film is produced by causing the catalyst carrier to carry at least one catalytically active component selected from among ruthenium, palladium, and platinum.
