PROBLEM TO BE SOLVED: To make an ultraviolet and visible light spectrum measured easily, and to make the ultraviolet and visible light spectrum measured while applying stimulation such as electricity, magnetism, light and heat, as to powder, as it is, without applying pretreatment, in particular, the powder having 5mm-several nm of particle size, or a sample piece brought into a block with the powder. SOLUTION: The powder, in particular, the powder having 5mm-several nm of particle size, or the sample piece brought into the block with the powder is laid on a slab type optical waveguide 5 or a prism, and the ultraviolet and visible light spectrum is measured using the fact that an evanescent wave generated by an ultraviolet and visible probe light constituted to be reflected totally in the slab type optical waveguide 5 or the prism is absorbed by the sample.
