A dispenser contains a housing with inlet and outlet openings and a locking element in the form of mobile ball located inside the conical insert, larger diameter of which adjoins the spray device. Windows are made on the lower part of the housing, with fixing elements and plugging device. The upper part of that plugging device has a branch pipe, lower part of which is made with possibility of putting on to the cone. To the corking device the cover with an opening in the center is put on, which inside has longitudinal edges and catches in the lower part and external rolling. The conical insert has sealing belt and sealing padding, and circular edges are made around the opening.
