PROBLEM TO BE SOLVED: To efficiently set the range of voltage for perturbation. SOLUTION: A comparison part 82 acquires the light intensity of output light measured with an output light measurement apparatus 4 via a detection part 7, and detects a loss variation quantityΔP. A width set part 81 sets a widthΔV on the basis of the loss variation quantityΔP. Thus, a try and error operation for a preliminarily set value is unnecessary and the widthΔV is set in a short time. Further, the mirror is perturbed at the point closer to the center of the intensity distribution of optical signal and the connection loss is stabilized. Accordingly, the widthΔV is efficiently set.
