A cylindrical sleeve (10) made of steel is externally smooth, is closed at one end (12) and has one or more radial bores. A roundish hollow shell (24) is axially bored and is rotatably supported on the sleeve. The shell has an arched slit (30) along a plane which is parallel and askew to its axis.
