<p>PROBLEM TO BE SOLVED: To enable reproduction of a still picture as well at an image decoder for smoothly reproducing a moving image by absorbing fluctuation in the arrival time of an image signal while using a buffer. SOLUTION: When the moving image is received and the value of buffering quantity at a buffer part 103 measured by a buffering counting part 104 reaches a prescribed threshold value, an image decoding part 108 starts processing. When the still picture is received, on the other hand, the time of fluctuation in the measured value of the buffering counting part 104 is measured by a timer part 105 and when that measured value reaches a prescribed threshold value, a forced decoding start signal is generated from a forced decoding discrimination part 106 so that the image decoding part 108 can start processing.</p> |
