The device comprises a helicoidal screw (2). A two position operating handle (4) at the top of the foot enables its clamping onto an upper tube (8) carrying the parasol. One position of the handle allows rotation of the foot assembly and the other its clamping onto the upper tube. The handles in the top horizontal position act as a lever for rotating the foot assembly. The handles in their bottom and vertical position clamp the small strips (7) at the foot top onto the upper tube.
