摘要 <p>PROBLEM TO BE SOLVED: To obtain encoded data of high image quality with less deterioration in image quality by reducing the number of pixeles of picture data when the movement quantity of image data is detected and the result exceeds a prescribed threshold level and encoding coefficient data so that it becomes a generated code obtained by allocating the code quantity of a moving vector reduced by image data to the code quantity of coefficient data. SOLUTION: A movement quantity detection part 15 stores the respective frame images of band regulation image data D2 in an inner frame memory as reference images, calculates the sum of the differential absolute values of the respective pixels between the frames, and sends it to the number of pixeles conversion deciding part 17 as movement quantity data D15. The number of pixeles conversion deciding part 17 compares movement quantity data D15 with the prescribed threshold. When movement quantity data D15 is larger than the threshold, the value of the number of pixeles conversion control signal D17 which does not convert the number of pixeles is set to '1'. When movement quantity data D15 is smaller than the threshold, the value of the number of pixeles conversion control signal D17 is set to '0' and is sent to an encoding part control part 16.</p>
