PROBLEM TO BE SOLVED: To simplify operation to switch drive of a collection device by an engine and an electric motor and to reliably prevent the generation of engine noise during drive by an electric motor. SOLUTION: This device is provided with a first hydraulic pump P1 driven by an engine 13 and a second hydraulic pump P2 driven by an electric motor 18. A containing device is operated by an oil pressure fed by the first hydraulic pump P1 or the second hydraulic pump P2. This operation control device comprises an electric motor operation detecting means to detect operation of the electric motor 18; an engine boosting preventing means to stop boosting of the engine 13 according to electric motor operation detection of an electric motor operation detecting means; and a power transmission cutting-off means to cut off a drive force from the engine 13 to the first hydraulic pump P1 according to electric motor operation detection of the electric motor operation detecting means.
