PROBLEM TO BE SOLVED: To provide an inexpensive martensitic stainless steel plate which keeps high strength and corrosion resistance even after having been welded. SOLUTION: The martensitic stainless steel plate for welding has a chemical composition consisting of, by mass%, 0.05-0.10% C, 0.2-2.0% Si, 1.0% or less Mn, 0.06% or less P, 0.006% or less S, 2.0-5.0% Ni, 14.0-17.0% Cr, 0.04-0.10% N, 0 (no addition)-0.0070% B and the balance Fe with unavoidable impurities while controlling the value of L defined by L = 192C-11Si+12Mn+17Ni-14Cr+247N+476 to 320 or more but less than 380; includes 0.04 mass% or less dissolved (C+N); and has carbonitrides dispersed in the matrix of a martensitic phase. The steel plate is obtained by cold-rolling a hot-rolled and annealed steel sheet with a reduction rate of 30% or higher, subsequently final-annealing the product at 600-800°C, and then temper-rolling the product with a reduction rate of 30% or lower as needed.
