PROBLEM TO BE SOLVED: To provide a method for producing a ground material using pressed cake and paper-sludge as raw materials. SOLUTION: This method for producing a ground material by using pressed cake as a raw material comprises the steps of preparing paper-sludge incineration ash containing a lime component by mixing the paper sludge and lime refining residual and incinerating the mixture, mixing the paper-sludge incineration ash with the pressed cake and disintegrating into grains to produce a raw material granule where fine ash powder is stuck on the surface of clay particles, and producing the ground material using the raw material granule. Artificial sand is produced by mixing a solidifying material with the raw material granule. A roadbed material is produced by mixing crushed stone with the artificial sand. A grout material is produced by mixing water with the raw material granule. In another embodiment, the artificial sand is produced by mixing the solidifying material simultaneously with preparation of the raw material granule, and the roadbed material is produced by mixing crushed stone with the thus made artificial sand.
