PROBLEM TO BE SOLVED: To provide a water-based ink composition for ball point pens which stably controls the friction at the ball-holding part caused by the rotation of the ball for a long time, shows a good ink jetting, does not cause handwriting to blur nor to skip and gives a smooth writing feel and a good handwriting and a ball point pen filled with the ink composition. SOLUTION: The water-based ink composition for ball point pens containing at least a colorant, a water-soluble organic solvent includes a phosphate expressed by general formula (1) and/or general formula (2). The ball point pen is filled with the water-based ink composition for ball point pens. In the formulas, n is an integer of 1 to 20; R is a 7-21C alkyl group, alkenyl group or alkylphenyl group.
