PROBLEM TO BE SOLVED: To make call processing in a call center or the like efficient not by equally distributing incoming calls on a PBX side but by taking incoming calls up for grabs, and connecting to a person who responds earliest within a group to make persons compete for response, without limiting accommodating lines. SOLUTION: Incoming call notifying devices 3-5 are places per terminal group 1N, 2M, and Nx composed of a plurality of terminals or per terminal device, and when a call is received from a relay line or an outside line 2, a switchboard 1 selects a terminal group to which the incoming call is to be notified on the basis of an incoming call number or the like. The selected terminal group is notified to the incoming call notifying devices 3-5 of the terminal group or the incoming call notifying devices 3-5 of each terminal device composing the terminal group, and the switchboard 1 monitors an off-hook state of the terminal device at a fixed time interval after the notification. When the only one terminal device is off-hook in the interim, the terminal device is certified as an incoming call terminal device which has responded earliest, and connects the incoming call to the terminal device.
