PROBLEM TO BE SOLVED: To provide a polishing sheet and a polishing tool, which can remove a water scale extremely difficult to remove with a conventional polishing sheet and polishing tool and having stuck to a mirror or glass, especially even a water scale having become a scale state, easily by a weak force without damaging the mirror or glass.SOLUTION: A polishing sheet 10 has a constitution, in which first abrasive grains 1 are arranged on the upper face 10a1 of a salient 10a, the plurality of salients 10a having an upper face 10a1 protruding from a surface 10b and parallel to said surface 10b whereas second abrasive grains 3 having a hardness higher than that of said first abrasive grains are arranged on said surface 10b.SELECTED DRAWING: Figure 3
