<P>PROBLEM TO BE SOLVED: To provide a fuel cell having a normal electrode characteristic along with flexibility. <P>SOLUTION: This fuel cell is composed by forming gas diffusion electrodes (one of them is a fuel electrode and the other is an oxygen electrode) 130, 130 on both surfaces of a solid electrolyte membrane 110 formed of an ion-conducting polymer by interlaying a catalyst layer between them. In the fuel cell 100, the catalyst layer can keep conductivity even if the thickness of a membrane of metal fine particles is around 1-5 μm and bending strain thereof is below about 1.5%.
