PROBLEM TO BE SOLVED: To provide an operating device that has click feeling and is superior in durability, and a vehicle shift device.SOLUTION: An operating device 101 includes: an operating member 1 capable of tilting motion; a support 2 in support of the operating member 1; multiple movable side magnetic materials MM performing tilting operation; a facing side magnetic material TM disposed between a pair of movable side magnetic materials; and multiple stopper parts 6 corresponding to each of multiple positions where the operating member 1 is positioned. The operating device is configured as follows: the facing side magnetic material TM is fixed in any one of the pair of movable side magnetic materials MM; the pair of movable side magnetic materials MM is brought close so as to be sucked to each other when the operating member 1 is present in a reference position; one of the pair of movable side magnetic materials MM is subjected to the tilting motion when the operating member 1 is tilted from the reference position and positioned in multiple positions; and the tilting motion of the other movable magnetic material MM is stopped by a stopper part 6 (6a, 6b).
