PROBLEM TO BE SOLVED: To reduce the number of sensor elements by comparing image data that corresponds to the entire sheet paper area with dictionary data stored in a dictionary data part and identifying a licenser from a sensed sheet paper. SOLUTION: A data correcting part 104 produces averaged image data which respectively corresponds to two sense areas that are placed with a non sense area between them as image data that corresponds to the non sense area and associates the image data with the non sense area. An image processing part 106 receives the calculation value of the inclination of a bill against a carriage direction in response to when a controlling part 105 signals the start of image processing. When a dictionary comparing part 108 compares image data that is formed by the part 106 with dictionary data stored in a dictionary data storing part 107, the discrimination of denominations and the decision of the truth of a bill are performed and also truth or false decision to which thickness distribution information that is acquired by a thickness sensor is added is performed. |
