PROBLEM TO BE SOLVED: To prevent the generation of the lowering of concentration of a gas- dissolving liquid and the incorporation of bubbles into the gas-dissolving liquid by rapidly discharging condensed water in a gas side flow passage. SOLUTION: A gas side flow passage material of a spiral type membrane element 10 has many grooves vertically extending to a gas supply pipe 11. Pure water 30 is supplied from a liquid inlet 4 of a cylindrical vessel 2, passed through a liquid side flow passage 19 parallel to the gas supply pipe 11 and discharged to the outside from a gas-dissolving liquid outlet 6. Ozone gas is supplied from a gas inlet 11a to the gas supply pipe 11, passed through the spiral gas side flow passage 18 from a supply port 11b and discharged to the outside from a gas outlet 7. The condensed water in the gas side flow passage 18 flows with ozone gas along the grooves of the gas side flow passage material and is discharged to the outside from the gas outlet 7.
