PROBLEM TO BE SOLVED: To generate the optimum operation scheme considering the restriction on the power generators. SOLUTION: A partial problem generating means 12 generates a partial subject of each power generator as a partial problem using the Lagrange's alleviating method based on the demand and supply balance of the electrical power. A partial problem combining means 13 combines respective partial problems of power generator group on which the restriction on the power generators is applied. A restriction data memory means 14 stores the restriction data of operation. A restriction condition reflecting means 15 reflects the restriction data on the partial problem and combined partial problems. A means 16 for solving the partial problem and combined partial problem calculates the operation scheme in the minimum cost while satisfying the restriction condition to be considered.
