When they are the specific coins as a result of the check, the part 11 compares an illegal operation pattern stored in a data storing part 12 with operation history. When the operation history coincides with the illegal operation pattern as a result of the comparison, it refers to the inputted denomination of the operation history coinciding with the illegal operation pattern and the inputted denomination that is canceled this time, and when the same denomination exists, it decides synthetic decision as 'illegal'.
