PROBLEM TO BE SOLVED: To propose a technology for protecting a user from a criminal action such as a swindle when dealing with a telephone call or a visit. SOLUTION: The reception substitution system comprises a first terminal (3), a communication control apparatus (1) accommodating the first terminal, and a second terminal (4) connected to be communicable with the communication control apparatus. If identification information of an external terminal (5) calling the first terminal is not corresponding to registration data (15) representing whether to accept a call arrival notification to the first terminal, the communication control apparatus connects the external terminal and the second terminal. Furthermore, the communication control apparatus connects the external terminal to the first terminal or disconnects the call of the external terminal in accordance with an input signal from the second terminal connected with the external terminal.
