PROBLEM TO BE SOLVED: To perform image processing on images from a plurality of cameras in a multiplexed time-division manner. SOLUTION: The monitor system comprises: a plurality of video transmission units constituted of analog cameras 11-1 to 11-3 and encoders 13-1 to 13-3 for encoding analog video signals or IP cameras 12-1, 12-2; a network 10 to which the plurality of video transmission units are connected; a decoder 21 which is connected to the network 10, fetches at least the I frame contained in video information sent from the plurality of video transmission units and converts the I frame into digital image information for one picture for image processing; and an image processing means 22 for detecting an event by analyzing the image of the digital image information decoded by the decoder 21, in a time-division manner, corresponding to the plurality of video transmission units.
