PROBLEM TO BE SOLVED: To provide a monitor and control apparatus capable of further restricting access to management information for managing monitor and control action, without stopping the monitor and control of equipment. SOLUTION: The monitor and control apparatus includes: a monitor and control part 1b for monitoring and controlling equipment 3 upon a monitor and control request received from a terminal device 2 via a network NT; a management information storage part 1c for storing management information for managing the monitor and control action of the monitor and control part 1b; a management part 1d for managing the monitor and control action of the monitor and control part 1b based on the management information; a management information sending part 1e for sending an authentication information input request back to the sending terminal device 2 upon a management request received from the terminal device 2 via a network NT1 and, if the authentication of the authentication information received from the terminal device 2 as a response to the authentication information input request is successful, sending the management information to the sending terminal device 2; and a switch part 1f for switching whether or not the management information sending part 1e is allowed to answer to the authentication information input request.
