PROBLEM TO BE SOLVED: To improve precision of surface flaw determination and coil quality determination using flaw detection information set in a plurality of manufacturing processes. SOLUTION: This device includes: an individual flaw inspecting means for acquiring flaw inspection result information by performing a flaw inspection using process flaw inspection devices set at each of plural manufacturing processes; a flaw detection result information accumulating means for accumulating the flaw inspection result information acquired by the individual flaw inspection means in an inspection results recording device; and a surface flaw detecting means for determining the surface flaw of a steel plate using at least two flaw detection result information among the flaw detecting result information stored in the detection result recording device.
