PROBLEM TO BE SOLVED: To provide a valve structure of a buffer capable of improving ride quality in a vehicle even if a piston reaches a high-speed region. SOLUTION: There is provided the valve structure of the buffer with a valve disc 1 having a port 2a inside the buffer which separates one chamber 41 and the other chamber 42 and besides makes the chambers 41, 42 communicate with each other, and a leaf valve 10a which is laminated on a lateral side of the other chamber of the valve disc 1 to open and close the port 2a. The valve structure of the buffer further includes a flow channel 11 which allows an upstream of the port 1a and one chamber 41 to communicate with each other, a chamber 13 provided in the mid-course of the flow channel 11, a swirl generating means 15 which turns a fluid inflowing into the chamber 13, and a throttle valve 17 which throttles the flow channel 11 when the pressure inside the chamber 13 has decreased.
