An interface providing unit(510) provides a user interface for inputting cargo insurance subscription application information for subscribing to a union cargo insurance to a customer terminal of a counterpart trade company. An information receiving unit(515) receives cargo insurance subscription application information including trade transaction company customer information and trade transaction situation information input through the user interface from the customer terminal of the counterpart trade company.
