PROBLEM TO BE SOLVED: To form a certificate photograph in free size by an integral scale and cutter for eliminating the defect that the present cutter for the certificate photograph can not cope with the certificate photograph in free size by utilizing a fixed hollowed out hole to draw a line to cut and by cutting with a hollow out blade of fixed size. SOLUTION: First a square of 3×4 cm and 5×5 cm is drawn in the center of a transparent acrylic resin plate, and a rectangular hollowed out groove for drawing a parallel line to a square supper line and a groove for drawing the center line of the groove at a right angle are formed in an upper part thereof. A photograph is inserted into under the transparent acrylic resin plate, the certificate photograph is matched so as to actually make the certificate photograph with a square line of 3×4 cm and 5×5 cm, and a measure for writing a lateral/vertical line is formed, to be made integral by combination with a cutter. After the lateral line and the center vertical line are drawn, a right angle of an upper measure of the cutter and its blade is utilized, so as to make the certificate photograph in free size.
