PROBLEM TO BE SOLVED: To provide an implement which can easily cut a tape. SOLUTION: A roller 2 is brought into contact with a side of a tape, and when the roller into contact is moved by taking the tape, this roller moves a screw of a moving bar 3 for moving a lock implement. In this way, the lock implement 4 is vertically moved.
