PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor, an electrophotographic apparatus, and a process cartridge in which an image defect due to electric leak can be sufficiently suppressed and high-level picture quality is obtained, and to provide a method for controlling electric characteristics of the electrophotographic photoreceptor. SOLUTION: The electrophotographic photoreceptor 1 comprises a conductive supporting body 2, a base coating layer 4 formed on the conductive supporting body 2, and a photosensitive layer 3 formed on the base coating layer 4. The base coating layer 4 contains composite metal oxide particles, wherein each particle has a particle essentially comprising a first metal oxide and a layer essentially comprising a second metal oxide on the surface of the particle, and the volume resistivity of the composite particles is controlled to a predetermined value.
