<P>PROBLEM TO BE SOLVED: To provide a structure for attaining more effective power saving control by suppressing generation of a situation that a network device can not effectively shift to a power saving mode due to periodical state monitoring from other devices, etc. <P>SOLUTION: The device 101 transmits information indicating that the device shifts to the power saving mode to multicast address information in shifting to the power saving mode. In addition, the device 101 transmits the information indicating that the device shifts to the power saving mode to each unicast address to be stored in a memory in shifting to the power saving mode, respectively.
