A process for the preparation of oxidation catalysts by bringing a ruthenium compound into contact with a gas which contains steam and is substantially free from hydrogen chloride and chlorine; a process for the production of chlorine by oxidizing hydrogen chloride with oxygen in the presence of an oxidation catalyst prepared by the above process; and a process of oxidizing carbon monoxide and/or unsaturated hydrocarbons with oxygen in the presence of an oxidation catalyst prepared by the above process.
