A total supervisory control system for a water treating facility is provided to automatically set communication states for respective remote control stations by step-wisely matching the communication states with prestored communication state information. A total supervisory control system for a water treating facility includes a remote control station(100), a master station(200) and an HMI(Human Machine Interface). The master station includes an information storage(250), a port checking unit(220) and a communication state setting unit(240). The information storage stores set information for synchronizing communication states, in which a transmission speed, a stop bit, and a parity bit are step-wisely correlated with one another. The port checking unit checks a connection state between a communication port of the master station and the remote control station. When a connection acknowledgement signal is received from the port checking unit, the communication state setting unit step-wisely matches the set information from the information storage with the communication state of the remote control station, such that the communication states of the remote control stations are synchronized.
