The present invention relates to a wiper blade device and a wiper device using the same. The wiper blade device comprises: a wiper frame wherein a wiper arm is connected to a middle portion thereof, and a wiper blade is connected to a lower portion thereof to support the wiper blade; a rail spring of an elastic material which is connected to the wiper frame and has a prescribed curvature from a center thereof; and a rubber blade which is mounted on the rail spring and wipes windshield glass of a vehicle. The rail spring has a convex curvature downwards in the middle. The present invention resolves a conventional non-uniform distribution of applied pressure and alleviates an abnormal pressure applied to both ends to increase wiper performance and device durability and minimize damage to the windshield glass.
