The controlling device 50 is configured so as to stop the supply of driving power from the capacitor 28 to the driving device 36 when a recharge stop condition is met. The recharge stop condition is a condition in which the turning speed detected by the rotational speed sensor 44 is equal to or less than a prescribed speed while the turning body 5 is decelerating.
