PROBLEM TO BE SOLVED: To specify the element of highest priority by providing a judgement tree in a device and executing algorithm for executing a prior queue. SOLUTION: The prior queue is provided and the prior queue is provided with an array 42 for storing elements 22. Also, the prior queue is provided with a controller 40 and the controller 40 performs the fixed number of memory write without performing memory read and stores the elements 22 in the array 42 so as to specify a minimum element in the array 42. The judgement tree 10 is at least provided with a first level and then, a first entry is provided with a first result or a second result corresponding to a value for satisfying a queue. Then, a result in the first entry of the first level of the judgement tree 10 is read. Then, in the first entry of the first level, the value corresponding to the result in the first entry is selected from the queue.
