PROBLEM TO BE SOLVED: To exactly transfer command/status (CO/ST) information from a transmission part to a reception part for irreducibly minimum hard quantity by comparing returned CO/ST information with transmitted CO/ST information and transmitting the same CO/ST information again in the case of non- coincidence. SOLUTION: When transferring the CO/ST information from a control part 201 to a channel part or from the channel part to the control part 201, the reception part returns the received CO/ST information to the transmission part in order to confirm that the CO/ST information transmitted from the transmission part to the reception part is exactly transmitted to the reception part. Then, the transmission part compares the returned CO/ST information with the CO/ST information transmitted by the transmission part while using ATMSAR parts 203 and 212 and a cell inserting/extracting part 211 and when the compared result shows matching, it is judged that the information is exactly transmitted but in the case of noncoincidence, it is judged that the information is not exactly transmitted. Then, the same CO/ST information is transmitted to the reception part again repeatedly.
