<p><P>PROBLEM TO BE SOLVED: To provide an image encoding device and an encoding method which effectively attain both high quality and high efficiency by minutely quantizing a part which an observer pays attention to, meanwhile roughly quantizing places other than the part which the observer pays attention to for encoding to thereby improve subjective image quality. <P>SOLUTION: The image encoding device has a video signal acquiring part for acquiring a video signal before encoding from an image pickup device, an encoding part, an imaging control information acquiring part for acquiring imaging control information while associated with the video signal, a quantization width determination information acquiring part for acquiring information for determining quantization width of the video signal, and an encoding control instruction outputting part for outputting an encoding control instruction on the basis of the imaging control information and quantization width determination information. <P>COPYRIGHT: (C)2006,JPO&NCIPI</p> |
