<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus which has a long lifetime by executing rotation control of an image carrier, during a period other than the image formation period in order to prevent filming on the image carrier. <P>SOLUTION: The image forming apparatus includes a latent image carrier 5 carrying a latent image, a charging device 14 which brings a charging member into contact with or close to the surface of the latent image carrier to charge the latent image carrier, and a cleaning device 15 which has a function 17 of applying lubricant to the latent image carrier and cleaning off toner remaining on the latent image carrier by a cleaning blade 15a.
