<P>PROBLEM TO BE SOLVED: To provide a radio communication system for detecting deterioration in the communication quality generated in cell interference area caused by changes in the cell area due to the influence of land development or the like, without the use of a mobile terminal. <P>SOLUTION: An inspection data generator 13 generates inspection data and a data modulator 14 modulates the inspection data with frequency f1 and transmits the same data to a radio domain from a transmitting antenna 150. Receiving antennas 110, 120, ..., 1n0 receive the inspection data, and data demodulators 11-1 to 11-n demodulate the same inspection data.
