PROBLEM TO BE SOLVED: To provide an impact-absorbing device capable of absorbing impact forces on both of a matter of relatively high rigidity and occupants, and capable of being easily provided on a bumper beam. SOLUTION: The impact-absorbing device 20 that absorbs impact force when a collision has occurred. The impact-absorbing device 20 is provided with a core material 31 that extends in a direction crossing an input direction of the impact force at roughly right angle and can absorb the impact force, and an outer circumference material 32 that is wound around the core metal 31 in a spiral shape and can absorb the impact force.
