PROBLEM TO BE SOLVED: To reduce unnecessary power consumption, especially, on a reception side by increasing the frequency efficiency of the whole system when data to be sent to a radio terminal having a channel added by channel aggregation decrease. SOLUTION: A radio communication device which uses a time-division multiple access/time-division duplex operation system having a plurality of time slots for communication with the radio terminal and allocates a plurality of pairs of uplink-side and downlink-side channels set to the time slots to the radio terminal has a downlink flow rate monitoring unit which acquires data traffic amounts of the downlink-side channels included in the plurality of allocated pairs of channels, and a downlink channel state control unit which stops transmission of at least one downlink-side channel included in the plurality of pairs of channels allocated to the radio terminal according to the acquired data traffic amounts of the downlink-side channels.
