<P>PROBLEM TO BE SOLVED: To provide a fuel cell system capable of supplying stable voltage in a wide range from a low load region to a high load region and having an electrode diffusion layer substrate preventing the dryness of a membrane-electrode assembly to a high degree. <P>SOLUTION: A polymer electrolyte membrane 11 is interposed between an oxygen side diffusion layer 12 and a hydrogen side diffusion layer 13, and separators 14, 15 each having a groove-like gas passage are pressed against the outside of the gas diffusion layers 12, 13. The oxygen side diffusion layer 12 has a first microporous layer 12b and a second microporous layer 12c containing carbon powder and water repellent resin on both surfaces of a diffusion layer substrate 12a, and a reaction layer 12d containing carbon carrying a platinum catalyst and Nafion is formed on the first microporous layer 12 side.
