A communications system comprises an access layer 4 in which a plurality of local access networks give access to entities 2a,2b. A packet switching layer 8 provides packet switched communication between the local access networks. A cut through layer 10 provides guaranteed quality of service communication between the local access networks. The entities are arranged to signal selection of the packet switching network and/or the cut through network to its access network.
