<P>PROBLEM TO BE SOLVED: To provide a liquid bleaching agent composition having excellent ejectability under low-temperature environment, hardly causing excessive foaming, and having excellent usability, and to provide a bleaching agent article using the composition. <P>SOLUTION: The liquid bleaching agent composition contains (a) hydrogen peroxide, (b) a secondary alkanesulfonic acid and/or a salt thereof, and (c) a compound represented by the formula: R<SP>1</SP>-Ph-O(R<SP>3</SP>O)<SB>m</SB>H (wherein, Ph is a phenyl group; R<SP>1</SP>is one of hydrogen, a 1-3C alkyl group and a group represented by the formula: -O(R<SP>2</SP>O)<SB>n</SB>H; R<SP>2</SP>is a 2-3C alkylene group; n is an integer of 1-6; R<SP>3</SP>is a 2-3C alkylene group; m is an integer of 1-6).
