PROBLEM TO BE SOLVED: To provide a sealing structure for a toner that can secure sealing for polymerizable toner and the toner of small particle size, without causing a blade and a rotary body to be in unstable contact, and to facilitate the disassembling and reassembling of the blade and a fitting base portion side, and a development device and a cleaning device having such a sealing structure. SOLUTION: The sealing structure is used for a toner storage chamber 43 which has a lower blade (1st blade) 45 coming into contact with an external surface of a photoreceptor 5 capable of holding dry toner on the external surface, the fitting base portion 46 where the lower blade 45 is fitted and contains dry toner, and has a seal 44 of mesh type sponge, having a part clamped between the fitting base portion 46 and the lower blade 45 and parts coming into contact with both end portions of the external surface of the photoreceptor 5.
