A method for realizing the register and communication of the terminal of the personal handhold telephone PHS is disclosed, in the method, the service control entity firstly stores the mapping relation between the recognition identifier of the PHS terminal in the PHS network and the connection identifier of the fixed telephone terminal, then, while the PHS terminal is the calling terminal, the call request is sent to the service control entity through the fixed telephone terminal, and the call request is connected to the called terminal by the service control entity; while the PHS terminal is the called terminal, the call request is sent to the fixed telephone terminal by the service control entity, and the call request is connected to the PHS terminal by the fixed telephone terminal. Through the method of the present invention, the PHS terminal can use the fixed telephone network to perform communication under the condition that the coverage of PHS network is deficiency, especially, the problem that the coverage of indoor PHS network signal is inferior is solved, the call quality is improved, the feeling of the subscriber is good. A system and device for realizing the register and communication of the PHS terminal are also disclosed in present invention.
