The purpose of the present invention is, in file storage, to shorten access response time to shared data. When a file storage device receives an instruction for a specific manipulation upon a file system, a specific device determines, on the basis of the state of the file system and a manipulation history, whether an unapplied manipulation affects a subject for the specific manipulation, said unapplied manipulation being a manipulation which has been executed previously by another file storage device among a plurality of file storage devices and which has not been applied to the file system. If it is determined that the unapplied manipulation does affect the subject of the specific manipulation, the file storage device applies the unapplied manipulation to the file system, executes the specific manipulation upon the file system, and transmits, to a cloud storage device, manipulation information which represents the specific manipulation.
