PROBLEM TO BE SOLVED: To provide a technique that improves resource utilization efficiency while reducing work costs on the augmentation of performance in a transfer processing device for relaying communication between communication common carriers.SOLUTION: A transfer processing device comprises: a coded data processing unit 11 that performs transfer processing for reception information including coded data by using resources allocated to a processor group 1004; a received information processing unit 12 that receives information including coded data transmitted and received between communication common carriers, determines transfer processing contents based on the coding scheme of the transmission source of the received information and the coding scheme of the transmission destination, and has the coded data processing unit 11 perform the determined transfer processing contents; and a resource control unit 13 that adjusts the amount to be allocated for each of transmission and reception processing and digital processing among the resources on the basis of a resource utilization situation on each of the transmission and reception processing and the digital processing in the transfer processing.SELECTED DRAWING: Figure 1
