PROBLEM TO BE SOLVED: To serve a plurality of virtual channels as one user communication channel by providing a virtual channel identifier-(VCI) selection means that a VCI not in use for one user communication channel among managed virtual channel identifiers. SOLUTION: A terminal equipment 7 applies a user communication channel and one VCI or over corresponding thereto to a VCI management section 2a and registers a user communication channel number, the VCI and a VCI operating state to a VCI management table as one set simultaneously. Then the terminal equipment 7 sends a transmission request to an ATM communication equipment 1. Transmission data are stored till the transmission is finished in a buffer memory 6. A management section 5 sends a VCI acquisition request to a VCI selection section 2b to acquire one virtual channel used for the transmission. The VCI selection section 2b selects a prescribed virtual channel identifier from the VCI management table and gives the identifier to the management section 5.
