PROBLEM TO BE SOLVED: To restrain a pressure loss of a fluid while reducing a cost of a thermal storage device and to further increase heat exchange efficiency between a heat storage material and the fluid. SOLUTION: This thermal storage device 10 is provided with heat storage modules 20 each having a heat storage material filling space filled with the heat storage material and a fluid passage adjoining to the heat storage material filling space for passing the fluid. The heat storage module comprises a plurality of stacked flat plates 31A and 31B. Each of the plurality of plates has the fluid passages each comprising a spiral recessed part formed on one surface thereof. Surfaces having the fluid passages of a pair of plates 31Au and 31Bd adjacent to each other are faced to each other. The spiral direction of the fluid passage on the other-side plate out of the pair of plates is opposite to that on the one-side plate.
